Component 1 is the quality standard: for each recurring task the crew performs, a brief description of what the completed version looks like. Not a long checklist. Three to five observable criteria per task type.
For exterior cleanup: tools off the lawn, materials staged or removed, client driveway and entry clear, no debris visible from the street. These are observable. They are the standard the crew is held to whether the owner is present or not.
Component 2 establishes how quality is verified from a distance
Component 2 is the verification system: how the owner confirms quality without being on site. This typically involves the daily report from the Daily Reporting System plus a photo submission at the end of specific task completions.
The photo requirement is not surveillance. It is documentation. A crew that submits photos of the completed site walkthrough at end of day is checking the work against the standard before submitting. The act of taking the photos encourages the standard check.
Component 3 defines how quality problems are escalated and resolved
Component 3 is the exception protocol: who to call when the crew cannot resolve a quality problem, and what authorization they need.
Most quality problems in the field are not policy violations. They are judgment calls the crew made with incomplete guidance. Component 3 is what gives the crew a path for those calls that doesn’t require calling the owner for every small decision.

Don’t document quality standards for every task at once. Start with the task that most often produces the call-backs.
Write three to five observable criteria for what that task looks like when completed correctly. Share it with the crew before the next job where that task runs. At the end of that job, ask the crew lead to confirm each criterion was met.
After three jobs with that standard in place, the call-back rate for that task will drop.
