Layer 3 records the supplier performance history
A supplier performance record is the evidence base for trust. Without documented performance history, every alternative supplier feels equally risky or equally trustworthy. With it, the decision is based on evidence: this one delivered on time four out of four tries last year; this one had quality issues twice.
